The General Provisions Local Law 2010 would also introduce a ban on camping on roadsides, council land or public places.
It would replace the Public Amenity Local Law, due to expire in August 2011, which covers unsightly and dangerous land, caravans on private property, motorised recreational vehicles and obstructing roads, council land and public places.
New controls relating to bees and European wasp nests would be similar to those in other municipalities.
Residents keeping bees would be required to comply with the Apiary Code of Practice and must take reasonable steps to remove any unmanaged honeybee swarm they find on their land.
They must also take reasonable steps to destroy a European wasp nest they find on their land.
Councillors have recently raised concerns about a lack of control over camping and sleeping in vehicles on roads, council land and public places.
A new clause would require a permit to camp or occupy a caravan, vehicle, tent or similar structure on a road, council land or public place.
The new law would continue current requirements that residents keep their land safe and tidy, cannot live in a caravan for more than three months without a permit or have more than one caravan on their land without a permit, cannot use a motorised recreational vehicle on private or council land in a way that adversely affects others and cannot obstruct roads, council land or public places.
Yarra Ranges Council invites public submissions on the proposed General Provisions Local Law 2010 until 10 December.
